The National Institute of Standards and Technology (NIST) is likely to continue to take the lead with the U.S. AI governance. But NIST didn’t have a lot of funding, so it made "AISIC", and AISIC invited some friends with money. The AISIC Cooperative Research and Development Agreement (CRADA) provides access to NIST expertise, facilities, and resources, while NIST's new friends contribute resources such as funding, personnel, or specialized equipment.
